It is some sort of dispenser. Twisting the bottom dispenses whatever is in it at the top.
Maybe a glue stick or deodorant gel ... or chap stick...

Twisting the bottom merely removes the lid at the bottom in which the contents are stored. This has nothing to do with what is happening at the top! ;D Well that should be a clue!

I have been trying to get away from choppers and sharpeners since all these guesses have been wrong. How about a small containers for these little silver or coloured balls for decorating cakes with?
