Hello Suzie ...
First, I think this should be in Pests & Diseases but I can't seem to move it ... doh!
Palms are never 'top' heavy. I am very suspicious it is the Red Palm Weevil, of which I know a great deal. Although you live in VdT you were obviously not present at that talk I gave last October to the Garden Club specifically about this problem. It looks like a male Palm which is attacked 80% or more of the time. Are you sure there is no damage on the crown? The bug goes in through the crown or down through a frond with a split or cutting (it appears you have some fresh cuttings of the fronds close to the trunk .....a 'no no') and into the trunk and just burrow their way down the tree so they are present in the tree itself. Does the tree where this canker is smell unpleasant, ie, like vomit? Can you see holes anywhere about the size of a thumb?
Answers to some of the above may give more definitive answers.

Hi Victoria, No smell and lots of new growth on top, looks like nature is just shedding the bark, just not sure i really do not think it is the red palm w, as they start at the top and go into the tree as you say, i did miss your talk as well, sorry about that just wanted to know if it was some sort of disease . thank you very much.

It looks pretty healthy to me, but then I've no experience of large CIDP.
Something that does come to mind is, how long has this tree been in this position?
I know in certain parts its normal to transplant some pretty large palms.
I'm just wondering if that is whats happened here or is the top heavy affect due to the old frond bases falling off.

Hi Pete, as far as i know the tree has been here since the house was built in the late 80's,we have been here since 2003 and its always been here, what i meant by top heavy is i was worried as the bark was thin under the leaves that it might snap ??it looks healthy to me also but as i have no idea if it was sick.

Hi Suzi I now see it's a female palm so would suspect it doesn't have the weevil disease. My friend was a little 'enibriated' on Saturday and I neer got an answer from him and have e-mailed. I will re e-mail wih your revelation of rats as I have never heard of this before. Will get back to you as and when .....

Hi Suzie Well, after re e-mailing Stu he has finally come back to me with the comment 'it is diseased'. As you are away in the UK from Friday till the end of the month, I shall contact him again and mention the rats before he goes off to Hungary the end of the month for three weeks. Yes, another hot one today ... I kept in today in the a/c being a sensible sort of person at times ....

Hi there ... Just thought I would post an update on the disaster of the Red Palm Weevil here in our neck of the woods. It has destroyed most of the Canary Palms in the area this year alone. There is barely a couple left standing between us and Algoz, which is only 6km, and all the ones in Calvos have gone. Friends of ours who live five minutes away went back to the UK for 2 1/2 months in the summer returning last month. To their horror their five Canary Palms had all been struck by the RPW ... ... and these were the critters taken from one of them ... In our years here in this house (13 now) we have enjoyed this view of our neighbour's Canary Palm ... Barely three weeks later it looks like this today ... ... yes, that's how quick they can destroy a palm that size! It's all very sad.

That is awful, Sis, not only that these palms are being attacked by the RPW, but that such magnificent palms can be destroyed so quickly! Peter and I are both horrified and saddened that the one nearby has been stricken now as well. It is enough to make you cry, isn't it?
