Flash, they are not aphids but scale insects. They multiply quickly so get rid of them right away!
Is the tree they on the one in the picture and is it an evergreen?

Definately scale insects.
Apparently you can kill 'em off with a good dab of Meths.

If there are not too many, I find the best and quickest way to get rid of them is to scrape them off with my thumbnail. If there are a lot, then I just pick the whole leaf off and discard it into the garbage can, NOT on the compost heap.

My sister tells me that White Oil will also do the job as long as the weather is good and dry.

True, but it is fiddley, as you apply it with a Q-Tip. Still, it is a better method than mine if anyone isn't up to scratching them off.
